new workunit generator with variable deadlines, with check and balances performed at each restart

We have started a new workunit generator that features a variable deadline between two and three weeks, depending on the size of the workunit. Read more about this feature in this forum thread. We have also changed the server configuration so that recent clients will check the input files each time a task is (re-)started. See this forum thread.
